Everyday people and media share stories of distracted driving and the impact it has on society.  Health care, public safety, emergency services and quality of life are all impacted in a negative way by people who discard the laws and continue to drive distracted.  The reality is that many people have no fear of being caught and even if they are caught, a monetary penalty is all the consequence they face.  By changing the penalty for the offence, it would send a clear message that this is something that is taken seriously and the potential consequences on the individual can have as great an impact as the offence itself does on society as a whole.
