Unless we can convince the government body otherwise Morgan will live the remainder of her life in captivity. She is young and deserves the opportunity to return to her natural ocean home. Even if rumours of her deafness are proven, she could be released into a sea pen/lagoon to live in the ocean rather than forced to swim in circles in a pool, performing demeaning tasks for her food - all for human entertainment.
