Chaining dogs is abusive to the animal and causes undue suffering. These animals suffer serious injuries from chaining or tethering. Many states, cities and even countries have banned chaining and tethering. Chained dogs become aggressive and dangerous. An ordinance must be passed for the prevention of abuse, suffering or death caused by chaining and tethering.
