The Butcher's Clause: Cutting Away Pork Barrel Legislation.
The Issue
The appropriation of government spending localized projects secured solely or primarily to bring money to a representative's district is referred to as porkbarrel legislation. Porkbarrel legislation exploits national necessary legislation for the profit of only a few individuals. 'The Butcher's Clause' cuts the fat on legislation.
The federal government is designed to help the entire United States of America and porkbarrel legislation undermines that fundamental value.
What we need to pass through legislation is 'The Butcher's Clause' making porkbarrel legislation a thing of the past. This petition is to enact a bill that restores the integrity of legislation by only allowing changes to a bill to make them more efficient.
The Butcher's Clause:
Legislation can only be added to a bill if it is truly essential for the original intent and purpose of the bill. Any legislator making an addition to a federal bill must spend there own state budget promoting the addition in other states. If approved by a majority in 25 other states the addition can be made into legislation. The original state proposing the legislation must wait for the next election in the other 25 states, pay for a special election to determine if the additions are necessary, or any combination thereof. Any sovereign state asked to hold these elections may refuse. States who refuse to hold elections will be considered against the addition to legislation.
