Hours after taking office in January, Iowa Gov. Terry Branstad issued an executive order impeding the restoration of voting right for ex-offenders who have fully paid their debt to society.

The move by Gov. Branstad changes the voting rules for convicted felons that have been in place since 2005 and reinstates an arbitrary system where the decision to restore an ex-felons right to vote is solely at the discretion of the governor.
