Why is the American Kennel Club so adamantly opposing proposed legislation that would control puppy mills?

Take a good look at the position of  the American Kennel Club under the title "Legislative Alerts":

Wisconsin Breeders Bills to be Heard Sept. 23

(Regarding Senate Bills 250 and 208)

The bills will also impose strict penalties for operating a facility without a license, including up to a $10,000 fine, or up to nine months imprisonment, or both.....Concerned responsible dog breeders and owners in Wisconsin are encouraged to attend the committees’ joint meeting"

Is it indifference? Both go head to head on that too, you are both far removed from dogs' suffering

Your organization cannot deny the true atrocity of its purpose, it is all written in your own website,you rally members to oppose legislation that would spare a life of pain, suffering and misery to millions of animals.

We are sending you this letter to let you know that there are countless abandoned animals being killed in shelters, every day, and that the American Kennel Club is a big contributor to this absurd and senseless massacre.
