These Executive Orders provide that the property of US Citizens shall not e taken for public use without paying the owner of the property. 

Rosa Lee Holmes owns land in West Palm Beach, Florida that has been in her family for 67 years. The Holmes property is being used by CSX Railroad, Tri-rail Communter Bullet Train, the city of West Palm Beach water department, Verizon buried fiber optic cables and the county of West Palm Beach without compensation.  Since 1942 the accummulated amount owed to Ms. Holmes amounts to over 10 billion dollars.  These executive orders that protect her have clearly been violated by govermental agencies and at 76 years old she has ended up in bankruptcy court.

The monies owed to Ms. Holmes is in a trust fund and would not affect the federal deficit.  In fact, IRS would be able to collect their tax money in the amount of approximately 3 billion dollars.  Also,  Ms. Holmes would have a positive impact on the economy, because she plans to invest in her community and provide jobs. 

Eric Holder please enforce Executive orders 12360 and 13406 which were executed by President's Ronald Reagan and George W. Bush that protect the property rights of US Citizens.
