Thanks in part to favorable U.S. trade policy, the Haitian garment manufacturing industry currently employs 8% of the country's formal labor force. The HOPE program and Caribbean Basin Trade Partnership Act, which support duty-free entry of Haitian apparel into the U.S. market, are a vital part of that success. 

But one key provision will expire in September, and others need to be renewed. 

Take action to support S. 2978, the Renewing Hope for Haiti Act. The bill will extend favorable trade preferences for Haiti and help rebuild Haiti's garment industry, which was badly damaged in the Jan. 12 quake.

Thanks in part to favorable U.S. trade policy -- including the 2006 HOPE I and the 2008 HOPE II acts -- the garment manufacturing industry has become a central part of Haiti's economy. Currently, the apparel industry employs 8% of the country's formal labor force, and provides for some 80% of Haiti's export output. The HOPE program and Caribbean Basin Trade Partnership Act are a vital part of that success, and they can't be allowed to expire as Haiti rebuilds.

The U.S. is a key partner in Haiti's recovery process, and has already made generous commitments with aid and troops. But as the global community focuses on assisting Haiti in the aftermath of the Jan. 12 quake that killed some 230,000 people, trade policy has to remain a central part of that equation. With 82 percent of Haiti's apparel exports going to the United States, the U.S. clearly has an invaluable leadership role to play on these issues.

I urge you to exert your authority in support of S. 2978, the Renewing Hope for Haiti Act. Such legislation can help fulfill the U.S. promise to Haiti in the best possible way: by supporting the development of a robust, local economic base. Thanks very much for your attention.
