Human beings have in their possession a variety of laws giving them protection and justice from harm, abuse, and neglect.  Why can't animals, especially those held in captivity.

Everyday, animals that rely on our care are tortoured, abused, neglected, and killed with no chance of justice.  In China, eleven tigers starved to death because of neglect.  In the United States, thirty primates died a horrific death from being over exposed to heating lamps.  Though individual states and regions may have animal abuse laws at their disposal, they do not  provide enough justice human laws command.  Moreover, these laws do not provide any sort of deterant.

It is time that such laws - a bill of rights - become available to all animals held captive.  Current language available is not enough and we must act now to help provide them with the justice they so deserve.
