I am writing to ask your support for the Drivers Cards amendment in the 2009-2011 Wisconsin biennial budget. This amendment would allow people that do not qualify for driver's licenses to obtain a Driving Card. When people drive out of necessity and are unlicensed, our roads are less safe. Without licenses, people are more likely to drive uninsured, to leave the scenes of accidents and be afraid to communicate with the police if they are victims or witnesses to a crime. Without licenses, people also are less likely to have proper driver's education and testing before they drive. The provision for a Driving Card is an option for states under the federal REAL ID Act.
