One of the main fighting points the republicans had in the house was that of malpractice reform. Since most of them seem too barking mad and foaming at the mouth at the moment to use their imagination and add something constructive to this bill, I will attempt to do so on their behalf. The ryan proposal was mentioned briefly and it does have a legitimate place in this reform bill. It appeared that the democratic opposition to this bill was founded in the idea that it would infringe on an individuals right to a fair trial by jury when their was a legitimate case for a trial. With that being said, what needs to happen now is an amendment that would still give an individual the right to a fair trial but still have a procedure that determines whether or not the lawsuit is legitimate or bogus. The best way to do this is using an e-jury of legal U.S. citizens selected, the same way in which citizens are selected now for jury duty, only this pre-analysis of the lawsuit in question by this jury would happen virtually, as in, happen by online digital methods as opposed to a court room and all the additional wasteful costs involved. This would allow a public jury to assess whether or not the lawsuit had any merit at all and at the same time not violate anyone's civil liberties and not have the additional legal and administrative and overpriced insurance overhead as it stands now.

The shameful and illigitimate lawsuits against good doctors have gone on for way too long and this change is needed with something like the above amended to the hr 3200 bill. That's what this petition is calling for.
