Stop federal attacks on state MMJ laws

The Issue

As a concerned citizen I wonder how the federal authorities can get away with the atrocities that they do. I am speaking of an incident that happened on April 27th of 2010. This incident happened at 3917 Inyokern Road in Ridgecrest, California. At least one of the co-owners, Erik Stacy, was arrested and all of the plants were confiscated by the FBI, DEA, and NCIS. To my knowledge, this property is not owned by the Navy so they had no business or jurisdiction on this particular piece of property and storing it in U-Haul trucks on the China Lake Naval Weapons Station. According to the Uniform Code of Military Justice (UCMJ) Article 2, members of a regular component of the armed forces, including those awaiting discharge after expiration of their terms of enlistment; volunteers from the time of their muster or acceptance in to the armed forces; inductees from the time of their actual induction into the armed forces; and other persons lawfully called or ordered into, or to duty in or for training in the armed forces, from the dated when they are required by the terms of the call or order or obey it, again to my knowledge Mr. Stacy has never been in the armed forces so I am asking why the military was involved in his arrest?
The NCIS has primary investigative and counterintelligence jurisdiction within the Department of the Navy. NCIS special agents are authorized by law to conduct arrests of military members and civilians alike, both on and off military installations. This I understand but when he was in no way affecting the operations of the military installation that is in the area or the people on it I cannot understand what seems to me to be a police action and terrorist attack on an honest business owner.
I have known Mr. Stacy for a couple of years and I happen to know that he did everything legal. He would not have invested his life and all of his money in a co-operative if US Attorney General Holden and President Obama had not assured him that he was safe from senseless raids and persecution. If the federal authorities have taken any of the patient files they need to be charged for violations under The Federal Privacy Act of 1974 and the HIPAA Privacy rule of 1996, which establish safeguard standards for protecting the privacy of personal data. I do not recall signing any release to have my personal medical information taken by anyone except the co-operative I gave it to. I am most certain that no one in that co-operative would have shared my personal information with anyone willingly as this is my business between my doctor, my care-giver and me. I am sure that you are aware that individuals may sue the government for violating the Acts provisions and this is really something that I believe the FBI, NCIS, or the DEA failed to look at. Please I implore you to hold these violators accountable, with civil and criminal penalties that can be imposed as they have violated individuals rights.
