The ordinance is a de facto ban on Medical Marijuana (MMJ) in Fresno County.
The ordinance is poorly written and is a bad place to start negotiating. The MMJ community had no input in this ordinance, so our needs have not been adequately represented. It is a health and safety issue for many patients and others are precluded from growing what they need.
The ordinance also prohibits plant cultivation in the face of a memo from the Attorney Generel for the State of California issued in 2008 advising a 6-12 plant limit, and ignores provisions in both SB 420 and SB 215.
The original document has no redeeming value and should be scrapped completely.
