Stop back yard breeders.
The Issue
Too many animals are dumped, die or euthanized due to over breeding in Texas. Too many illegal dog fighting activity due to no regulations on breeders. Every breeder should be licensed and every puppy must be accounted for, either sold, died or rehomed. Every rescue in the US from California to New York is suffering, there is no more room at the Inn and no more funds to help sick ones, or to spay or neuter. Everyone tries but no one has stopped the obvious problem. Back yard breeding, puppy mills basically. Whether for fun, sport, fighting or profit, back yard breeding should be illegal.
There needs to be a state wide moratorium on any breeding until this issue is addressed. The money spent by the state of Texas to house, feed, adopt or euthanize these puppies could be used to help in other areas, such as education of responsible pet ownership, or for more city, county employees to help educate people who truly want to help but are considered hoarders, this could create a job for someone, that in turn helps our economy.
If we institute a fine for breeding, say first offense is $500 and so on up, we could use some of that money to fund rescues that are actually trying to help.
