I feel that ATV's should be made street legal because they are capable vehicles and when equipped and used properly, can be as safe if not safer than motorcycles. They have most of the same controls, and you do not have to worry about balance. They are also more fuel efficient than larger motor vehicles. Other states and countries have realized this, and have adapted laws to allow them to be used on public roads. Changing these laws will do two things: 1) It will allow another mode of fuel/cost efficient transportation and 2) It will provide the state more revenue from sales, registration, and tourism. All that is required from the state is for someone at the DMV go outside the office and perform a visual inspection for the required equipment. This is not an extensive project that requires much time, effort, or money from the state.
