We ask The City of Spokane to uphold Kris Stanford’s Constitutional rights to a fair hearing. We cumulatively ask Spokanimal to give a valid explanation to why they intentionally denied Ms. Stanford a potentially dangerous dog hearing in regards to her two dogs Halo and Fallon. We also believe both The City of Spokane and Spokanimal owes her an apology. 

The City of Spokane currently contracts with Spokanimal to provide animal control services. They have been given the authority to seize your property, cite you both Monetarily and criminally, conduct the appeals & hearings, destroy your property, and enforce the laws. However; they can NOT do so without proper “Due Process”.

Ms. Stanford appealed Spokanimal’s decision in declaring her two dogs “Potentially Dangerous” after a false report was initially made. She did so on the 2nd day of the 14 days allowed. One week later, when Ms. Stanford was once again “set up” Spokanimal seized her two innocent dogs, Halo & Fallon. They were than declared Dangerous Dogs and set for euthanization. Stanford applead the Dangerous Dog verdict as well. However, it is done so with the hearing examiner which is located at The City Hall. Stanford continued her attempts to schedule a hearing with Spokanimal but was continually given the run around. Stanford remained persistent and finally Spokanimal notified Ms. Stanford she was NOT going to receive her hearing, the decision has been made and she has been found guilty. They also informed her that both dogs would be destroyed regardless of any evidence she had proving their innocence. Spokanimal also informed her that if she did not “shut up publicly” on this matter, they would charge her on a criminal level, citing the legal code "Dogs at Large", (carrying a stiff charge -Gross Misdemeanors x 2) They indeed did so 11 days later* (from the original date the incident took place.) Spokanimal continued their bullying tactics as a way to enforce their stomping grounds against Stanford. 

Ms. Stanford pleaded to The City of Spokane (Council Members), The Mayor (David Condone) The assistant City Attorney (Tim Szemblem), The Senator (Andy Billigs) and others alike- Not ONE single Government Official offered advise on how to file a complaint or to have her allegations investigated. They showed little to zero concern that Ms. Stanford was being treated in such an unfair, unjust, and disgusting manner. Spokanimal failed to uphold the integrity of that expected of a sworn in commissioned law officer. During the Hearing Examiners (2nd incident) Halo was found innocent & was ordered to be released & he was safely returned. Sadly, Spokanimal’s illegal operations got them away with murdering 14 month old Fallon.

Stanford put up one heck of a fight with nearly 500 supporters behind her and we ask for 500 more. We are a great community that helps each other out and we stand strong against corrupted organizations and wrong doings. Today, we ask for the illegal title of Pot. Dangerous Dog be removed from Halo, The City to answer Why they let Stanford go thru such persecution without question or investigation? Finally, why The City did not at very least, seek out claims to Stanford's allegations? The best answer given to Ms. Stanford was given by the Asst. Attorney Tim Szemblim, he said: "The City Employee that would normally handle a claim such as Stanford's was recently terminated."Therefore, leaving nobody to assist in this matter any further. He did suggest her time was best suited finding ways to adhere to Spokanimal's requests. She was also advised to appeal this matter with Superior Court and obtain a waiver of the filing fee as well. Stanford's savings had already been spent keeping the dogs alive up to this point, (She simply did not have $240.00). Another critical error was made on Superiors end when the waiver was denied and Fallon was killed. Though a verbal apology was given to Stanford, it should never have gotten as far as it did- Sadly enough, even after Fallon was killed and Halo sent home....Stanford continued on to fight for HER freedom* 

We are NOT asking for petitioners to dissect if Fallon was guilty or not- We are simply asking for The City and Spokanimal to treat every individual as a citizen and uphold the Constitution-
