I already have over 10,000 hand written, paper and ink signatures asking Austin's leaders to pass a spay/neuter ordinance. It won't be mandatory but if you feel like you have to own an unfixed dog or cat the annual registration for it will be designed to support the annual costs to the City of Austin to clean up behind unfixed cats and dogs. There will be fine waivers for cited owners as long as they comply with in 45 days. Show dogs and cats that have to be intact to show them at an accreditted show will be exempted. In 2007 the taxpayers of Austin spent over $5,600,000. to manage the problems caused by too many cats and dogs. The current move towards more adoptions is to be applauded but it is not a permanent "fix" for the problem.  It's time to put an end to the euthanisation of 380,000 pounds of animals a year in Austin. It's time Austin joined the rest of the civilized world and passed an enforceable and enforced spay/neuter ordinance.
