This is important because it is humanely irresponsible to disarm and torture bears through the practice of removing the claws and teeth and tethering the bear in a small confinement. Hunting dogs are then unleashed on the defenseless bear in order to teach the dogs how to torment a bear into rearing up, thus aiding hunters in killing bears quicker during the (one day) bear hunting season.
