In Uruguay, a South American country self-dubbed "Uruguay - Natural Country" or "Uruguay - Pais Natural", no laws guarantee animal welfare or punish torture of animal victims. Many pets living on the streets are subject to many forms of abuse as a result of any protection under the law.
Citizen petition authors, angered by the brutal dousing and lighting aflame one dog in Uruguay, beg that you sign their petition demanding tougher animal cruelty laws in their country:
