The Issue

This rule is a form of discrimination that will eliminate access for thousands of low-income and uninsured women to preventative healthcare and family planning. The Women's Health Program provides, pap smears, breast examines, HIV testing, cancer screening, birth control and family planning to women who otherwise would not be able to afford these services. Without preventative healthcare measures, disease and unintended pregnancies increase our state's overall Medicaid costs. More than half of Texas' births are paid for by Medicaid. Health care providers say that the WHP reduces the number of unintended pregnancies paid for by Medicare and also helps to reduce the number of abortions. The WHP program is paid for by a 90-10 match from the federal government. For every state dollar, the feds contribute $9.
