The August 16 start date is chosen arbitrarily because it's the third Thursday in August, 2012.  Mid-August is still summer and school should not start that early. The calendar should be adjusted by 5 school-days at the beginning of the year, and lengthened by 5 school-days at the end of the year.

The calendar should be adjusted by 5 school-days at the beginning of the year, and lengthened by 5 school-days at the end of the year.
