Max is a small Pomeranian who is a little rambunctious but never violent. He is alleged to have bit a passerby when his chain broke in the yard. He weighs 8 pounds and can easily picked up if his antics prove too much. He has never posed a threat to anyone in the past and it is believed this "bite" was actually a scratch on the woman's leg when he jumped up on her. The Police Chief has decided to have Max killed or removed from my mom's possession without so much as a question to any other authorities.
