1.  Safety First. The current Riverside Park rules unfairly penalizes dog owners and jeopardize their safety. Dog-owners should be allowed to walk with their dogs at night on The Promenade where it is well-lit and safe. 

2. As it stands now, dog owners are not permitted to walk their dogs off leash in the only well-lit and open areas of Riverside Park and instead are forced to use dark, unlit dog runs.  This is unsafe and unreasonable.

3. Bring Riverside Park leash laws into alignment with Central Park and other City parks' rules.  Dogs should be allowed off leash between the hours of 9:00 PM and 9:00 AM.

4. The Park Police should focus their attention on issues of safety including irresponsible and reckless bicycle riders and not on harassing dog-owners.

5. Responsible dog owners are active financial and vocal supporters of Riverside Park and want to ensure that Riverside Park continues to be an oasis for all our neighbors.
