Although family court judges adjudicate criminal acts in family court, which is a civil court, (See Judicial Council Form 341A) http://www.courts.ca.gov/documents/fl341a.pdf, and although the California Supreme Court refused to protect women begging for help in family court, most spectacularly after the murder of  Eileen Zelig who was shot by her former husband in the Court house, (http://www.metnews.com/articles/zeli052102.htm) Family court judges have continued refusing to protect women litigating a divorce or engaged in a custody battle; although the stats for women killed after leaving a relationship remain high, (http://www.familylawcourts.com/Domestic_Violence_Stats.html)

Also, since the U.S. Supreme Court ruled the police aren't required to enforce a Civil restraining order, (http://www.familylawcourts.com/Supreme_Court.html) it's time to level the killing fields.

Family Court Judges should mirror Criminal Court judges who are protecting victims with the latest in real-time, victim notification GPS Monitoring, (including straps that won't break) in which staffers from Monitoring firms, contact the would-be victim ahead of time, and in time enough to vacate the area and save their own life.

Prior to this technology, victims only knew they were the target when the restrained person intending to do them harm showed up. However, now, and f or the first time real-time monitoring with Victim Notification, enables judges to craft a restraining order that actually works.

The solution to end the lop-sided murder rate of women getting killed as a result of filing for divorce or participating in a custody battle, is for family court judges to include with any restraining order they deem appropriate, a GPS enhancement with real-time monitoring, including Victim Notification. Victim notification means for the first time, women would be warned a head of time and in real-time, with time enough to leave the area should the restrained person begin to violate the court-ordered stay-away distance. As such, women would not only be able to save their own life, but the State would save enormous resources from not prosecuting a murder. For two years Family Court judges have resisted this solution. For two years city and state officials have ignored requests. Isn't it time to begin saving lives?
