Require all new government building construction to be designed and constructed with green energy systems and R-50 or equivalent insulating materials.

Require all existing government buildings to be retrofitted with green energy systems (solar, wind, geo-thermal) and insulated to an R-50 or equivalent. 

Require all green energy systems and materials be provided by American companies and manufactured in America.
