Parents and educators have been saying for years that the NYC Department of Education (NYCDOE) is setting up schools to fail so they can close them and replace them with small schools and charter schools. We argued that the NYCDOE purposely undermined schools by not providing the resources, increasing class sizes and overcrowding the schools with high needs populations such as English Language Learners, Special Needs students and struggling students. The recently released Parthenon Group report proves the DoE's purposeful malfeasance and educational neglect. The Parthenon report shows the NYCDOE knew their strategy would cause those schools to have low graduation rates and not provide an equal educational opportunity or free and appropriate education to ALL students.
