致：立法會秘書處

本年五月十七號凌晨，立法會主席曾鈺成先生在會議期間未經全體議員討論及表決下，私自決定終止議案辯論。本人認為主席做法令到大部份未被討論的理據不能在議會內被所有議員聽取，而影響了議員們表決議案的判斷！故此主席的做法並不恰當，嚴重濫用了議事規則第92條的權力，並且嚴重違反了議會內二讀全部討論後方可表決的立法程序。

而在今天五月十八日早上，曾鈺成先生以立法會主席身份私自更改立法會開會時間，亦違反了內務守則第28條有關熱帶氣旋及黑色暴雨警告生效期間的安排，有刻意為某些政黨開方便之門之嫌疑， 失卻立法會主席的中立性。

對曾鈺成先生上述種種不合適行為，本人謹向立法會秘書處正式投訴， 祈望 貴處 能嚴肅處理。 謝謝！

Dear Sir/ Madam, 

In the small hours of 18 May 2012, Mr Jasper Tsang, the chairman of the legislative council (the "LegCo"), made the decision of the cloture without discussing with all LegCo members nor conducting a voting. I am of a strong opinion that a lot of arguments have not been heard by all LegCo members in the meeting and their judgements have therefore been impaired due to Mr. Tsang's decision. It is completely inappropriate for the chairman of the LegCo to abuse its power which is vested in him under section 92 of Rules of Procedure of the LegCo. Moreover, the decision was a serious violation of the procedure which requires voting after all motions being debated in the second reading. 

Furthermore, in the morning of 18 May 2012, Mr. Tsang unprecedentedly postponed the time of meeting of the LegCo. It was also a breach of section 28 of the House Rules which stipulates clearly the proper arrangement in case of the signals of the tropical cyclone and black rainstorm. His decision again had caused serious damage to the public confidence of the impartiality of the LegCo and shown his personal favourism to some political parties. 

Owing to all the aforementioned inappropriate behaviour of Mr. Tsang, I hereby launch a formal complaint to you and urge you to take the matter seriously.
