Petition To Stop Consol Property Zoning Changes

The Issue

An application is pending to amend the zoning at the former Consol site on Ft. Couch and Washington Road.  The zoning change would permit a mixed use property of retail, commercial and residential.  As an example, if the zoning change is permitted, the applicant has suggested building large box stores (Best Buy has been suggested) and 100 residential units.  This is not what Upper St. Clair needs.

This development – if permitted – will increase traffic on the most congested corner of Upper St. Clair as identified in the Upper St. Clair 2005 Master Plan.  And, with a Target coming to South Hills Village Mall within a year, the traffic issues are only going to get worse.  Remarkably, the developer has not done a traffic or environmental impact assessment before submitting the application. 

With two schools near the site the safety of our community’s children is at risk.  The proposed development will delay school buses and the scale of the proposed development will require construction for years to come.  It will also bring in strangers who will have access to parking near our schools. The massive development will also detract from the residential nature of our community and continue to add commercial development when there are already many stores without tenants.  

Accordingly, we ask that you sign this Petition to notify the township that we do not want the zoning changed at the former Consol site.  Without proper research and an analysis of the feasibility of the zoning change – none of which have been done – it would be irresponsible of the township to allow the zoning changes.
