The Issue
A Stand for Justice
With the census results reported and redistricting discussions taking place, the La Bonita Civic Association is taking this opportunity to submit this petition requesting a change in its city, county and state district boundaries that are currently in violation of Section 2 of the Voting Rights Act of 1965. Precinct 574 is a 75-year old disadvantaged, underserved community known as La Bonita located in north Central Houston, Texas, in Districts B, 142 and 13. La Bonita's population is 76.8% Hispanic and 71.5% of the registered voters are Hispanic.
It is obvious that the La Bonita community and other majority Hispanic communities in Houston's District B "have less opportunity than other members of the electorate to participate in the political process and to elect representatives of their choice." In its current state, Precinct 574's Hispanic vote, pursuant to Section 2 of the Voting Rights Act of 1965, is diluted and meaningless and treated insignificantly in districts controlled by a Black majority voting age population.
Two of La Bonita's most valuable landmarks, Our Lady of St. John Church and the only park located in La Bonita were detached from the community and placed in precincts governed by a state representative different than that of Precinct 574. This type of injustice occurs when "WE, THE PEOPLE," a protected minority group of Hispanics, do not have the opportunity to elect a representative of their choice. The Church and park should be reunited with Precinct 574 and always remain a part of the La Bonita community. (For more information about La Bonita's history visit www.labonitacdc.org.)
In a plea for the opportunity to elect representatives of their choice, La Bonita is requesting that its boundaries be moved from:
* City Council District B to City Council District H
* State Representative District 142 to State Representative District 140 and
* State Senate District 13 to State Senate District 6
