PETITION: Dog owners should be held accountable for attacks (exceptions noted)
The Issue
It is 100% wrong when owners are not held accountable for what their dogs have done--victimizing by attacking, maiming or killing--people (children and the elderly are most common targets of dog attacks). Please create a law that holds owners ACCOUNTABLE of any breed of dog when they attack or kill people with the exception of criminal trespass or defense during the commission of a crime (such as Breaking & Entering), as though the owner himself had done the injurious act. Owners SHOULD be 100% accountable what they do to people. Maiming or killing people *is* a crime, and the dog is a physical weapon no different than using a club or gun.
In this one example (there are many in our State and across the nation)-a 74 year old man died-because of DOGS:
June 17, 2011:
Fla. man dies days after dogs tore off his arm
"Jennifer Biewend, his family's attorney, says McSweeney suffered brain damage from severe blood loss when the dogs tore off one arm and partially removed the other. The dogs - either pit bulls or pit mixes - also attacked the man's face. The attack occurred June 10 (2011) as the man was doing yard work."

This case the owner(s) should be charged with Manslaughter, because the victim died.
PS: Did you know 1/3rd of all claims against homeowner's insurance are due to DOG BITES?
"Dog bites accounted for more than 1/3 of all homeowners insurance liability claims paid out in 2009, costing $412 million and up 6.4% from 2008, according to the Insurance Information Institute."

With such a law it will definitely encourage people to be more responsible, and help reduce the cost of homeowner's insurance as well.
