The Patrick Farm is an environmentally sensitive site overlaying the headwaters of the EPA protected sole source Mahwah-Ramapo aquifer which supplies drinking water for a large population in New York and New Jersey.
The Town of Ramapo is in the process of fast tracking subdivision and site plan approval for 500 homes to be built on the site, which will include the cutting and filling of 500,000 cubic yards of the mantle currently protecting this environmentally sensitive site.
There are inaccuracies and deficiencies in the current wetland map for this property and the large scale development planned for the property is proposed for areas immediately adjacent to documented wetlands and on top of other others which are thought by independent experts to also be wetlands.
It is vitally important to the health of these wetlands and the health of the public water supply to get these wetlands properly delineated before the town approves of the currently proposed large scale development for this property and sets in motion the large scale destruction of the environmental sensitive ecosystems of this site affecting the recharge of the aquifers, potentially polluting the Mahwah River, and adding to the already problematic flooding of homes downstream.

We, the undersigned, are affected parties and petition the New York State Department of Environmental Conservation (NYSDEC) and the Army Corps of Engineers (ACOE) to amend the freshwater wetland delineations for the Patrick Farm, located in the Town of Ramapo, in Rockland County as define on Town of Ramapo Tax Map Section 32.11, Block 1, Lots 2, 3, 4, 12, 13, 14, 15, 16 and Section 32.14, Block 2, Lot 3). We are asking for the amendment to wetland delineations due to the fact that these are wetlands of unusual local importance in accordance with regulation 663, and based on new information uncovered by ROSA.
Our properties are directly affected by any change to or encroachment upon the wetlands on the subject site.

Inaccuracies and deficiencies in the current wetland map for this property include omissions of the forested swamps, streams in floodplains, the shallow 5-6 acre pond with waters less than 6.5’ in depth, areas of previous wetlands violations, and interconnectivity to documented wetlands. The concern regarding inaccuracies and deficiencies are supported by statements from Town of Ramapo engineer(s) in the public record that “there exist unmapped wetlands on the property,” as well as by wetland experts hired by concerned public citizens.

The most densely developed portion of the project is slated for areas immediately adjacent to existing wetlands; therefore the proper delineation of these wetlands is of prime importance to the approval of this proposed extensive subdivision.
We request that the NYSDEC and ACOE amend the State and Federal freshwater wetland delineation maps prior to town approval of the project. This must be done to ensure protection of the New York State and federal wetlands, groundwater and drinking water supply for the states of New York and New Jersey. We again ask the Town of Ramapo to heed the concern of its own certified engineer that unmapped wetlands exist and to join us in this petition.
