TITLE OF THE MAIL TO SEND : NO EUTHANASIA FOR ROMANIAN DOGS - VOTE APRIL 12th

Over the last 3 years since the law for sterilization - return (passed by the Senate in 2007!) has been blocked by the committee for public administration of the Chamber of Deputies, there have been countless demos in Bucharest against the euthanasia, and even dog lovers in hunger strike - yet the said Committee changed the form adopted by the Senate completely, deciding the killing of all street dogs, the healthy and harmless dogs too, some of them spayed/neutered, deciding the animal welfare organizations to be excluded from monitoring the law for street dogs, setting high, prohibitive fees for adoption from public dogpounds - even higher than fees for buying dogs from dog breeders, and many other absurde points.

The current animal welfare law bans the euthanasia of healthy animals. The mass killing of dogs would be in contradiction with the Romanian law for animal protection, with the recommendations of WHO and of the EU - quote from the EU recommendation to Romania:

"Considering this clear statement, we as representatives of the European citizens and as Members of the European Parliament politely and urgently ask the Romanian Parliament, to consider the position of the European Parliament, which also represents the Romanian people, and vote in the European spirit, based on your ethical responsibility and for the only sustainable solution, based on the WHO approach of catch neuter, release programmes". 

The dog killing will never solve the problem of uncontrolled breeding and abandonment, the real cause of the dog problem. We'll see puppies and dogs abandoned as they are now and killed and this cruelty will never ends. Over the last years the animal organizations pointed to the businesses grown on the illegal killing of dogs, and the huge profits made from public money but the authorities have never solved any case. If the mass killing of dogs will be resumed by law, many people involved in such businesses will be able to clear the accusations, and probably they are the most determined supporters of dog killing .

Euthanasia doesn't solved the street dog problem - as it hasn't solved it in the last 10 years; it violates the veterinary, religious, moral norms, and European Parliament's  recommendations and encourages the dishonest businesses with huge amounts of public money.

În ultimii 3 ani de la lege pentru sterilizare - retur (! Adoptată de Senat în 2007) a fost blocat de către Comisia pentru administraţia publică a Camerei Deputaţilor, au existat nenumărate demonstraţii în Bucureşti împotriva eutanasiei, şi chiar câine Iubitorii în greva foamei - dar a spus Comitetul a schimbat forma adoptată de Senat complet, decide uciderea tuturor câinilor, câinii sănătoşi şi prea inofensive, unele dintre ele sterilizati, decide organizaţiile de bunăstarea animalelor să fie excluse din monitorizare Legea pentru câini strada, stabilirea taxe ridicate, prohibitive pentru adoptarea de dogpounds public - chiar mai mare decât taxele pentru achiziţionarea câini din crescatorii de câini, şi multe alte puncte de absurde.

Actuală Legea privind bunăstarea animalelor interzice eutanasierea animalelor sănătoase. Uciderea în masă a câinilor ar fi în contradicţie cu legislaţia românească pentru protecţia animalelor, cu recomandările OMS şi ale UE - citat din recomandarea UE pentru România:

"Având în vedere această declaraţie clară, noi, ca reprezentanţi ai cetăţenilor europeni şi ca membri ai Parlamentului European politicos şi urgent cere Parlamentului român, să ia în considerare poziţia Parlamentului European, care reprezintă, de asemenea, poporul român, şi de a vota în spirit european , bazat pe responsabilitatea dumneavoastră etică şi pentru singura soluţie durabilă, bazată pe abordarea de OMS neutru capturilor, programele de eliberare ".

Uciderea câine nu va rezolva problema de reproducere necontrolate şi abandon, cauza reală a problemei câine. Vom vedea catei si caini abandonati cum sunt acum şi a ucis şi această cruzime nu se va termina. În ultimii ani organizaţiile animalul a subliniat afaceri cultivate pe uciderea ilegală de câini, şi profiturile uriaşe făcute din bani publici, dar autorităţile nu au rezolvat nici un caz. În cazul în uciderea în masă a câinilor va fi reluată prin lege, multe persoane implicate in astfel de afaceri vor fi în măsură să clare acuzaţii, şi, probabil, acestea sunt suporteri cel mai determinat de ucidere câine.


Eutanasia nu a rezolvat problema câine strada - ca nu a rezolvat-o în ultimii 10 ani, ea încalcă sanitar-veterinare, normele religioase, morale, şi recomandările Parlamentului European şi încurajează întreprinderile necinstit cu sume uriaşe de bani publici.

ROMANIA ILL-FOUNDED PLANS TO EUTHANIZE ALL OF ITS STRAY DOGS BASED ON HEARSAY AND MANIPULATED RIGGED PUBLIC OPINION POLLS

 

Background

I have no doubt that many of you have read the despicable plans of the Romanian Parliament to rush through a law that will allow ALL strays in Romania to be rounded up and euthanized. Because of the language barrier it has taken a little while to verify the following:

 

1. Exactly what is going on?

2. Who is at the bottom of this barbaric proposal?

3. What governing scientific body produced the research/report the proposal was based upon?

 

The answers are:

1. Indeed Romanian Parliament are going to be voting on the destruction of ALL stray dogs within its borders.

2. Stephen Pirpiliu, a Liberal Democrat Politian is behind the proposal

3. And this is the frightening part...Mr Purpiliu's proposal, is NOT based what so ever on any kind of scientific evidence, but on hearsay opinions of a handful of vets!

The article reads as follows:

LDP lawmaker Stephen Purpiliu will introduce an amendment to the law on the management of stray dogs, which wants to enable the mayor to quickly get rid of stray dogs.

 

"We talked with several veterinarians, who I have confirmed that over 75% of strays are sick and can harm people who come into contact with them. These animals are very dangerous and must be euthanized. For this reason, as well as local authorities can set up a state of emergency, where necessary, to remove the danger of disease population, "said Pirpiliu.

In this respect, he will submit to the law on the management of stray dogs, an amendment to be discussed in public administration committee of the Chamber of Deputies. MP proposes that all urban dwellers edilii to announce that the municipalities will begin a campaign of collecting all the stray dogs. Persons wishing to adoption a stray shall have 30 days to do so. After this period, all stray dogs found on the streets or master, but without a leash, will be gathered by authorities and taken to veterinary clinics, which will determine whether or not patients. The suffering will be euthanized on the spot and others will be taken to shelters.

 

Alarm bells ringing

 

1. “We talked with several veterinarians” - Vets are not research scientists, they are not biological experts. Yet Mr Purpiliu is basing his (obvious bias) proposal upon a opinion and NOT scientific fact.

2. “Who have confirmed that over 75% of strays are sick” - Who, when and where can there scientific findings be found? There is no scientific evidence, because these people are just vets!

3. “and can harm people who come into contact with them” - Where is the evidence for him to state this? There is none, because these people are vets and not experts in the field of research, data analysis nor experts in cross species disease!

4. “These animals are very dangerous and must be euthanized" Again, where is the evidence for Mr Purpiliu to make such condemning and unfounded statements? Basically there is none, just a few non expert opinions.

   The evidence of rather lack of (In regards to Purpilius proposal)

   The above is proof that Mr Pirpiliu's proposal is being based on Non-Expert Opinion and that the Romanian Government is willing to thwart EU Animal welfare Law based upon invalidated hearsay. This can be said with absolute clarity because:

• No demographic sampling has been done to validate the vets opinions

• No power and effect tables have been produced to show any sampling size calculations (how many dogs should be used to represent a percentage) to validate the vets opinions.

• No blood work reports or stipulation of exactly what alleged diseases that are transferable to humans has been produced to validate the vets opinions.

• No cross data has been produced (Similar research that echoes findings) to validate these vets opinions.

• No scientific Biological research has been done to validate these vets opinions

• No scientific expert report has been produced to validate the vets opinions.

None of the above has been done because...An opinion is not based on fact

 

Action=Reaction, How to create public hysteria to give fuel to a political proposal:

Whether you agree with or not the present increase in the appalling slaughter of stray dogs at the hands of the public in Romania, what cannot be disputed is the method that is now being chosen to be used by them. Previously, the majority of strays would be left alone or physically restrained with a leash etc and the local shelter would be called to collect the animal. Now we are seeing an increase in the public using sticks and batons to beat the dogs to death. This shows on a psychological level two very clear patterns emerging. The Action=Reaction affect below:

 

• Action , Prominent social figure states as fact” these animals can harm people who come into contact with them” = Reaction, Physical brutality from a normally peaceable people bred from fear

• Action, Prominent social figure states as fact “These animals are very dangerous and must be euthanized” = Reaction ,The change of use in capturing devices, previously leashes or dog being physically held until warden collects, is now being changed to something that creates a distance between the person and the animal and leads to animals death. This shows an increased fear of an alleged disease or danger.

 

How to prove this is what the public wants, even if they don't!

In an online public poll, hosted by a paper/news agency that is affiliated or leans towards your proposal to Yes Kill the strays. You ask the public to vote but ensure the following:

 

• There is only two choices given, there is Da (yes) or Nu (No)

• You ensure that whatever the public votes, the system automatically adds the odd imaginary 1000 onto the Da (Yes) when the Nu Vote (No's) is catching up with the Da (yes)

• You also ensure that this is a biased poll from the very beginning by not allowing any other options, such as Undecided.

Finally, for an unfounded proposal, obvious public manipulation and rigged voting system to go unrealised and for the parliament and people you serve to vote yes to the unfounded proposal, you would hope and pray that no one outside of your country, within the international community is able to:

• Notice what is being attempted

• Can decipher and highlight the inaccuracies

• Alert others , bringing the scrutiny of thousands upon your proposal

• As a team of thousands, work together keeping logs, screen captures and compile evidence

• Do not bring all this to the Romanian Parliament and European Unions attention

Romania is voting on whether to destroy all stray dogs, and the international community has proof the voting system is rigged

 

Dear Sir/Madam

 

Please note that though this is a generic letter, I have chosen to send you this as it encompasses and expresses wholly my opinion on this subject.

 

This is to bring to your attention a matter that could decide the fate of thousands of strays in Romania. I am a member of The Care2 Community that includes thousands of individuals worldwide, it recently came to our attention of this vote and the Care2 community responded immediately. Thousands of us have voted “No”. Whilst we were voting many of us noticed that utter fraud was being attempted.

 

For instance, a member noticed that when she voted “No” the counter was at 35000 for “No” and 34800 for “Yes”...Once she had placed her vote for “No” the counter for Yes suddenly jumped to 54000. Others like her have witnessed this, and we have been keeping very close tabs on the situation.

 

If the Romanian Government uses these votes statistics to give them legitimacy to destroy thousands of dogs and declare "It was put to public vote" it will be an utter disgrace and a total fraud of the Romanian People but also the impact on the stray dogs will be devastating. It means death sentence for all stray dogs.

 

I implore you to use all your possible connections within the European government and UK Government to raise this matter with the Romanian representatives and demand that those who have devised this voting system and whom are quite deliberately controlling it are investigated and brought to task.

 

If at any time you wish witness statements or screen shots, Care2 members across the globe have been saving screen shots and recording the diabolical fraud and manipulation by the Romanians to ensure the destruction of thousands of strays. This evidence we are more than happy to share it with you.

I would appreciate you keeping me updated, and again I reiterate, if you require witness statements or visual evidence, we have these all on file. This is a very urgent matter, there is no set time limit on the poll which means the fate of the dogs can be decided at any moment based upon a fraudulent and rigged voting system.

Je vous prie de bien vouloir noter que bien que cette lettre soit une lettre générique, j'ai tenu à vous l’envoyer car elle englobe et exprime tout à fait mon opinion sur ce sujet.

Il s'agit de porter à votre attention une question qui pourrait décider du sort de milliers de chiens errants en Roumanie. Je suis un membre de la Communauté Care2 qui comprend des milliers de personnes à travers le monde. Il a été récemment porté à notre attention qu’un vote était organisé sur un site roumain et la communauté Care2 a réagi immédiatement. Des milliers d'entre nous ont voté « Non ». Tandis que nous votions beaucoup d'entre nous ont constaté que ce vote ne constituait en fait qu’une fraude.

 

Par exemple, un membre a remarqué que quand elle a voté "Non", le compteur était à 35.000 voix pour le « Non » et 34.800 voix pour le « Oui » ... Une fois qu’elle a eu voté pour le « Non », le nombre de voix pour le « Oui » est tout d’un coup passé à de 34.800 voix à 54.000 voix en 1 minute. D'autres comme elles, dans tous les pays du monde, ont constaté cette manipulation des voix et en ont été témoins, et depuis que ce vote a été ouvert sur Internet, nous gardons un œil attentif à la situation jour et nuit.

 

Si le gouvernement roumain utilise ces votes en tant que statistiques afin de donner une légitimité au massacre de milliers de chiens qu’il veut organiser et afin de déclarer que "la décision de massacrer tous les chiens a été soumis au vote du public", cela démontrera qu’il y a eu une fraude totale du peuple roumain et sera une véritable honte pour ce gouvernement, mais aura aussi un impact sur les chiens errants qui aura des effets dévastateurs. Cela signera l’arrêt de mort de tous les chiens en Roumanie !

 

Je vous supplie de bien vouloir faire jouer toutes les relations possibles que vous pouvez avoir au sein du gouvernement Européen et du Gouvernement Britannique afin de soulever cette question auprès des représentants roumains et de demander que ceux qui ont conçu tout à fait délibérément ce système de vote truqué soient poursuivis comme il se doit et traduits en justice ou à tout le moins mis devant leur responsabilité.

 

Si à tout moment vous souhaitez les déclarations des témoins qui ont assisté à ces fraudes ou les impressions d’écran qui démontrent que ce vote est truqué, les membres Care2 à travers le monde ont conservé les impressions d'écran qui démontrent l’existence de cette faute diabolique et la manipulation faite par le gouvernement Roumain afin d’organiser la destruction de milliers de chiens errants. Ces preuves, nous serons plus qu'heureux de vous les fournir et de les partager avec vous.

angehören, auf diese Abstimmung  wurden wir aufmerksam und die CARE2 Gemeinschaft reagierte sofort. Tausende von uns haben zwar gestimmt, doch war   vielen  von uns aufgefallen, dass versucht wird zu  betrügen.

 

 So bemerkte ein Mitglied, wenn sie "Nein" gestimmt hatte stand der Zähler bei 35000 wurde für “Nr.” 34800 und für “Ja”... gewertet.
Einmal hatte sie ihr Votum für die No-Zähler für “Ja” sprang plötzlich
auf 54000 gesetzt.

 

Wenn die rumänische Regierung diese Stimmen  nutzt  um  das Schicksal von Tausenden von Hunden zu zerstören und zu erklären: "Dies hat die öffentzliche Abstimmung ergeben:" Es wird eine völlige Blamage und Betrug des rumänischen Volkes, sondern auch die Auswirkungen auf die streunenden Hunde werden verheerend sein.

Yo soy un miembro de la Comunidad Care2 que incluye a miles de personas en todo el mundo, que recientemente llegó a nuestra atención de esta votación y la comunidad Care2 respondió inmediatamente. Miles de nosotros hemos votado “No”. Aunque estábamos votando muchos de nosotros cuenta de que el fraude total se está intentando.

Por ejemplo, un miembro di cuenta de que cuando se votó “No” fue el contador en 35.000 votos y 34.800 votos para “Sí”... Una vez que ella había puesto su voto de no venta de “Sí” de repente saltó a 54.000 votos. Otros como ella han sido testigos de esto, y hemos estado manteniendo pestañas muy de cerca la situación.

 

Si el Gobierno rumano uso de esta estadística votos para dar legitimidad a destruir miles de perros y declarar "Fue sometida a votación del público" será una vergüenza absoluta y un fraude total de los rumanos, sino también el impacto sobre los perros callejeros se ser devastador. Es la muerta para todos los perros!

 

Les imploro a utilizar todas las posibles relaciones que pueda tener en el Gobierno Europeo y el Gobierno del Reino Unido para plantear esta cuestión con los representantes de Rumania y pedir que los que diseñaron este sistema con toda intención de voto manipuladas para ser procesado como debería y llevados ante la justicia o al menos poner en frente de su responsabilidad.

 

Si en algún momento desea declaraciones de los testigos o capturas de pantalla, los miembros de Care2 en todo el mundo han estado guardando capturas de pantalla y grabación del fraude y la manipulación diabólica de los rumanos que garantiza la destrucción de miles de perros callejeros. Vă rugăm să reţineţi că, deşi aceasta este o scrisoare generică, am ales să vă trimit acest mesaj deoarece  cuprinde şi exprimă în întregime opinia mea pe această temă.

 

Fac acest lucru pentru a  aduce în atenţia dumneavoastră o chestiune care ar putea decide soarta a mii de maidanezi din România. Sunt un membru al comunităţii Care2, care include mii de persoane la nivel mondial.A ajuns recent în atenţia noastră  acest vot şi a comunităţii Care2 şi am reacţionat şi răspuns imediat. Mii dntre noi au votat .şi astfel mulţi dintre noi am putut observa cu uşurinţă că votul a fost fraudat.

 

De exemplu, un membru  a observat că, atunci când a votat "nu", contra a fost la 35000 şi 34800 de Da ... După ce a plasat votul Da sărit brusc la 54 mii. Alţii  au asistat la acest lucru, şi am păstrat o situaţie a voturilor.

 

În cazul în care Guvernul român a utilizat această statistică de voturi pentru a le da legitimitate pentru a distruge mii de câini şi să declare "A fost pus la vot public" va fi o ruşine totală şi o fraudă totală a poporului român, dar, de asemenea, impactul asupra câinilor fără stăpân va fi devastator.

 

Vă implor să utilizaţi conexiunile în cadrul guvernului European şi Guvernul Regatului Unit de a ridica această problemă cu reprezentanţii români şi cer ca cei care au conceput acest sistem de vot să fie investigaţi.

Aş aprecia să ne ţineţi informaţi, şi din nou repet, dacă aveţi nevoie de declaraţiile martorilor sau dovezi vizuale, avem toate acestea la dosar. Aceasta este o problemă urgentă, nu există o limită de timp stabilită la sondaj, ceea ce înseamnă că soarta câinilor poate fi decisă în orice moment pe baza unui sistem de vot care s-a dovedit a fi o fraudă. şi care a instigat încă o dată la violenţa populaţiei române împotriva câinilor maidanezi,lucru care,încă o dată,nu face cinste acestei tări,stat membru în Uniunea Europeană,care presupune adoptarea şi respectarea unor legi comune pentru bunăstarea animalelor.

 

Apreciez orice ajutor ne puteţi oferi, sau în cazul în care acest subiect nu este de competenţa dumneavoastră, aş aprecia dacă aţi putea transmite prezenta corespondenţă spre  unui comitet relevant sau să o transmiteţi individul către cine credeţi de cuviinţă că ar putea să ne consilieze în această problemă.
