DOJ statistics document that over 95% of all child molestations occur by someone the child knows- trust-that a child being molested by a total stranger is a very unlikely occurrence.

At present Megan’s law divides-categories sex offenders into 3 levels:

3# child molesters/Rapist- any type of sexual violence against any person.

2# non sexual violence/ consensual sex with a minor. Or any illegal sex acts as defined by SORNA. [ student- teacher sex]

1# lewd acts as defined by SORNA.  

1.   Public urination 
 
2.  Consensual sex, among teens. 
 
3.  Indecent exposure as defined by SORNA. 
 
4.  High School/College kids streaking 
 
5. Other silly lewd acts such as sexually inspired obscene phone calls”

SIDE NOTE: level 1# are not on the public sex offender registry, but now constitute the bulk of those beings declared sex offender- are the fastest growing number of people being declared sex offenders. Some progressive states are starting to place level 3# offenders on their state public sex offender web sites.

We salute SORNA for their creating level 1# which encompass-categories all forms of politically-socially incorrect sexual behaviors, thus protecting America society-the children.

SORNA MUST BE ALLOWED TO ASSESS THE AMERICAN PUBLIC AT LARGE FOR INDIVIDUALS WITH SOCIALLY INCORRECT SEXUAL THOUGHTS!.

"THE NO MORE VICTIMS ACT"

All persons, both male and female, age 18 and over must submit to a plethysmograph and given a risk assessment while under polygraph. The plethysmograph purports to have a 100% effectiveness rate in predicting who will offend, is FDA approved, and already in use in the United States.

Given the recent high rate of offenses among teachers, clergy, governmental and law enforcement officials, and any other person in a position of trust or authority 

 I move to start with those individuals first, as well as with any other person that maintains a position where working among children whether paid or voluntary.

The SORNA Plethysmograph polygraph test explained:

The Plethysmographis not a painful test, a certified State or Federal SORNA GOVERNMEMNT approved Plethysmograph examiner will schedule an appointment for you to come to a SORNA  examination office.

Once at this SORNA GOVERNMENT office, you will be directed to go to a secure-private fitting room-instructed to take off all your clothes including all underwear, once you have stripped naked, you will then place on a white smock that will cover your entire body

The Government Plethysmograph examiner will instruct you to lie on a bed-ask you to lie on your back-ask you to spread your legs, The SORNA Plethysmographis examiner will then gently insert a medically safe electro sensor into your vagina, or if the subject is a male a similar device will be wrapped around his penis.

Side note: If for some reason the device cannot be inserted in the vagina or penis, or the subject declares they are gay,then you will have the option of having this device inserted into your rectum.

The purpose of the electro sensor inserted in the vagina or penis or rectum is used to monitor-record your nervous systems sensation to visual stimulus in the genitallia area to the Plethysmograph polygraph machine, where the examiner does an analysis of your reactions in the genitallia area to visual stimulus

The subjects will be then shown specific politically-socially incorrect sexual images as prescribed by SORNA, to determine positive or negative penis or vagina arousal in the geniatallia area to the prescribed politically incorrect sexual images as defined  by SORNA.

 As the pictures-images are being shown to the subject, their penis or vagina/rectum reactions will be recorded. After the test is over the findings will then be turned over to SORNA for a decision to investigate this person further-take actions,thus warranting SORNA to deem this person to  have latent socially incorrect sexual thinking -placed on the sex offender public registry as a category 4 sex offender. 

Based upon the results of the plethysmograph, polygraph and an empirical risk assessment, each individual who cannot “pass” shall be placed on a public “high risk” registry along with their assigned risk level.

 The site must include the following:

1.      A current photo 

2.      Risk level

3.      Date of birth

4.      Living address

5.      Name of employer and work address

6.      If attending and educational facility, the name and location of said facility

7.      All e-mail addresses and online identifiers

8.      List any/all known deviations from currently accepted societal norms.

9.      Individuals who pose a risk must obtain a yearly driver’s license or state issued non-operating identification card. The image must, within 3 business days be submitted to the agency responsible for maintaining the sex offender website.

10.  ANYONE WHO REFUSES TO SUBMIT TO THE ACT WILL BE AUTOMATICALLY ASSIGNED A RISK LEVEL OF THREE AS THAT CAN ONLY BE AN INDICATION THAT THEY HAVE SOMETHING TO HIDE AND A REASON TO FEAR THIS ACT. 

In order to withstand any constitutional challenges which may arise, any prior criminal act which is discovered to have occurred via the risk assessment and prior to the enactment of this act cannot be held criminally liable based solely upon the information derived from the assessment.

However, such acts must be considered when designating the risk level said individual poses to society.

 We foresee no challenges in respect to constitutional rights violations as the sex offender registry is merely a tool for the public, to warn them of those that “may” pose some future risk to society and the intent is to prevent sex crimes.

 This “Act” merely expands the public’s awareness and would be a vital tool in the prevention of crimes as well as having the potential to catch those who have already committed crimes but have not been caught or prosecuted. Additionally, the courts have already ruled that registration is regulatory and not punitive in design and therefore The “No More Victims Act” will easily withstand constitutional challenges on that ground.

 ...and then there is the KENT STATE UNIVERSITY STUDY which reveals some startling discoveries

Results and Discussion

A survey by Kent State University 1995 (LORI L. OLIVER, GORDON C NAGAYAMA, RICHARD HIRSCHMAN) was conducted on a sample of 80 normal male volunteers using the "penile plethysmograph". The team carried out hundreds of tests exposing them to nude female adult and child (<12 years) images.

·     Over 1/4 (32.5% in fact) of the subjects exhibited penile arousal to pedophilic stimuli that equaled or exceeded arousal to adult stimuli.

·     95% exhibited arousal to the female adult images (4 exhibited no arousal)

·     88.7% exhibited arousal to the female child images. (9 exhibited no arousal)

·     76.3% exhibited arousal to the contrasting images (Ten subjects exhibited no sexual arousal )

·     3.7% of the subjects admitted to actual pedophilic masturbation and were removed from the sample results.

This study is probably the most comprehensive scientific study investigating pedophilia. The experiment was carried out under strict conditions so as to eliminate distortion of the results. Following the study a procedure was introduced to assess whether subjects might be able to consciously inhibit arousal. 46 subjects were able and 34 were unable to completely inhibit their sexual arousal in response to the slide that had been most arousing to them.

There was however no significant deviation in the results between these two groups. There was also no significant deviation in the results between subjects who exhibited a lower general arousability and the rest of the sample. It was agreed that a 3mm change in circumference constituted 'arousal'. Arousal was measured on baseline scales and with reference to previous studies.

It is interesting that the results for part of the study were INVERTED by stating those that were not aroused. Was this in an effort to hide the nature of the findings? 95% is the figure one would expect for arousability to adult female images but it seems the figures for pedophilic arousabilty were masked. 3.7% of the subjects were removed from the results because they admitted to pedophilic behavior (ie masturbation).

The study concludes that "sexual arousal to pedophilic stimuli occurs among a sizable minority of normal men who report no pedophilic behavior ". Since their findings clearly show that 88.8% were aroused by the child images the word should have been majority.

The results of surveys like this smash any theories that pedophiles are but a small minority. Combine this with what we know about internet habits and other factors and you no longer have a minority, like the gay community, you have a huge silent majority. Surveys like this suggest that something like 8 or 9 out of ten men are sexually attracted to young girls as well as women.

Shocking? Not really. Women have known that instinctively for years. Women would pay a fortune for the skin, sparkling eyes and body of a 10-year-old. This is not an effort to undermine women - shapely women will always be attractive to men. It is those with slim girl-like figures however, that receive many times more attention.

Summary of results:

Subjects were recruited via a newspaper advertisement placed in the sports section of the Sunday edition of a newspaper.

·     86 persons called to inquire about the study but did not schedule appointments to participate in the study.

·     22 persons scheduled appointments but failed to appear.

·     19 subjects withdrew from the study after the requirements were explained to them.

·     80 subjects completed the study

Their mean age was 38.3 years.

52 subjects were Caucasian, 25 were African American, 2 were Hispanic, and I was Asian American.

The subjects' mean education was 14.1 years.

28 were never married; 26 were married; 18 were divorced; 6 were separated; and 2 were widowed.

All subjects were assessed with the penile plethysmograph. The experiement was carried out over 8 hours on two consecutive days. Slides of frontal views of nude prepubescent female children, nude adult females, and slides of clothed prepubescent female children were presented, two slides per category per session. Slides were presented for 4 minutes and times lapses were interspersed between slides to allow subjects to return to a state of non-arousal.

Self reported data:

·     98% reported at least some sexual interest in adult women

·     20% admitted at least some pedophilic interest

·     81% exhibited arousal to the contrast audiotapes (15 subjects exhibited no arousal)

·     90% exhibited arousal to the adult consenting audiotapes (8 exhibited no arousal)

·     81% exhibited arousal to the child consenting audiotapes (15 exhibited no arousal)

·     78.7% exhibited arousal to the child rape audiotapes (17 exhibited no arousal)

·     78.7% exhibited arousal to the child aggression audiotapes (17 exhibited no arousal)

There were no tapes depicting adult rape or aggression.
