The jobs bill that Congress passed last week calls for the 50 states to send unspent federal transportation aid back to Washington to help rehire laid-off teachers.  Florida must cut $113 million from its transportation programs.  If this "rescission" goes like others in recent years, the states will likely turn first to Transportation Enhancements money - the primary source of federal aid for the bicycle and pedestrian facilities that Florida so badly needs. 

WE DON'T WANT THOSE FUNDS RAIDED AGAIN.  Please tell Gov. Crist and Florida Transportation Secretary Stephanie Kopelousos to protect these funds and take only a fair share for rescission.  Let's not have a repeat of the 2009 rescission, when Florida handed back nearly $25 million from enhancements - two times what Washington had asked for.  We need to act now, because the state will be deciding in a matter of days what to do.

Feel free to make your own argument, but at least tell them, "Don't raid Transportation Enhancements."

Please be fair to pedestrians and bicyclists when you're finding the $113 million rescission of transportation funds called for in last week's jobs bill. It would be terribly unfair to take a disproportionate share of the rescission from Transportation Enhancements funding, as was done in 2009. TE funds are the main aid source for bike and pedestrian facilities, and there's a growing need for such facilities all over the state.

Florida has been using only 1.2 percent of its federal transportation dollars on safety for walkers and bicyclists - yet 22 percent of the deaths on Florida's streets and roads are those very same road users. Another raid on Transportation Enhancement funds will simply continue that unfair allocation of resources.

Walkers and bicyclists -- the health-minded, oil-saving voters of Florida -- are counting on you. Don't raid Transportation Enhancements!
