I observed a four-year-old boy fall from a third floor, LUXURY apartment non-stationary window to his death in Marina del Rey, CA on July 17, 2011. I believe we must mandate codes to prevent this type of accident. Children all over the U.S. fall to their deaths or receive life changing injuries from falls from windows each year. Restraint devices might not be aesthetically appealing; but, what is a child's life worth as well as the pain and suffering that could be prevented.
