Make "Dark Elegy" a national memorial to victims of terrorism in Washington

In 2008, despite Dark Elegy's sculptor offering to cover the costs to bronze the figures, the National Capital Memorials Advisory Commission rejected the idea that the sculptor's artistic representation of the effect of terrorism should become a National monument in Washington due to the following:

"They said they feared that the nude statues might offend some sensibilities, might be liable to coarse vandalism and might be too specific to Lockerbie to serve as a memorial to victims of all terrorism attacks."
