The system has become so lack in Enforcement that many "dead-beat" parents are are able to "fall through the crack's in the system". The people that the system are supposed to help...the children...are the one's suffering. It is a form of child abuse that the legislation refuses to recognize. It is also a major cost factor in the rise in governmental support to families (DHS). Tougher Enforcement laws need to be given to stop the "underground or dead-beat" parents.
