We are requesting the Twin Peaks facility at 11335 Katy Freeway not be opened at this location due to its sexually-oriented nature and close proximity to several schools.

The Issue

 

The new proposed Twin Peaks Kirkwood location threatens our community’s sense of decency and we have great concern for the following reasons:

 

  1. More than 700 children attend Wilchester Elementary – just yards away from the proposed Twin Peaks establishment.  The sexual nature of the Twin Peaks establishment and the activities it conducts outside of its four walls – including bikini dress ups and car washes in its parking lot – and the customers it attracts is not conducive to the well-being of our children or our neighborhood.  Our children should be our top priority and this location of the Twin Peaks facility is detrimental to our community. 

     

  2. There is a high probability that there will be more than a few of its patrons who create a dangerous situation for our community. Intoxicated patrons, getting behind the wheel and cutting through the neighborhood is a real, and hazardous, possibility. The women who work in these establishments often have modeling shows that attract those that normally would attend strip clubs. We do not want this type of establishment near our children!

     

  3. Happy Hour at Twin Peaks begins at 2 p.m. every day according to their Kirby location.  Our schools dismiss at 3 p.m., creating a harmful environment for the children who walk and bike ride home from school. The parking lot of this establishment will open into the street running along both Westchester Academy and Wilchester Elementary, as well as a baseball and sports-practice fields utilized by many of our children. Based on the amount of traffic witnessed at other Twin Peaks locations, they will most likely have overflow parking onto the street itself, and in the parking lot of Westchester Academy (which also presently serves as the temporary location of various Spring Branch Independent School District elementary schools under construction – most notably Rummel Creek Elementary will be housing its students in the near future).

     

  4. The back of the parking lot of the Twin Peaks facility is approximately 25 feet away from this elementary school’s playground.  While it could be the legally required distance from the schools, this location would violate the spirit and purpose of the ordinance - to keep traffic flow from these establishments away from children. This location will dump undesirable traffic such as this into the laps of our children.

     

  5. Our property values will arguably be diminished with this type of establishment so close to our schools and homes.  Allowing Twin Peaks to open at this location does nothing more that create a gateway for other types of adult oriented business to open or re-locate in this area (i.e. Head Shops, Exotic Lingerie Shops, etc.). We simply do not want this in our neighborhood.

     

  6. As a practical point of reference, we have pulled the crime reports for the last two years at the Hwy 290 Twin Peaks location and they average one police call a week, with complaints running the gamut including assaults, burglaries, narcotics distribution/use, and missing persons.  With these statistics, we believe it is only a matter of time before a serious issue arises that will impact our neighborhood and more importantly our children. 

     

  7. And finally, to our knowledge, the property has been vacant for years, with no notable signage announcing this establishment was opening – indicating to us that the owners and lessees of this establishment did not want the neighborhood to know what was being built at this location. 

 

Please consider this petition seriously and know that as a unified group of Houston citizens and Memorial-Area residents who vote we are very concerned about the Twin Peaks Kirkwood and Katy Freeway opening. We do not want the facility to open and are doing everything within our power to shut its doors before it opens.  Please act with urgency.  We are asking that the establishment be moved to another location and not allowed to open at its current location.  We will not stop voicing our strong opposition to this establishment to all involved until it is closed or moved.
