Require NYC Dog Owners to Spay/Neuter

The Issue

Every year, more dogs are euthanized than adopted because of the overwhelming number of unwanted births. By requiring owners* to spay or neuter their dogs and reducing the number of new puppies flooding the shelters, we can give the already sheltered dogs a better chance of getting adopted and finding a loving home. 

Not only will this benefit the shelter dogs, but spayed/neutered dogs live on average up to 1-3 years longer and have less behavioral problems.  ASPCA has done an excellent job with low-cost Spay/Neuter Programs http://www.aspca.org/Home/Pet-care/spayneuter

Why isn't this petition nationwide? Because we need to start small. Get one city to make a law, and the rest will follow!
