Manuel Baldenebro Arredondo mayor in San Luis Río Colorado, Sonora (México) is giving away money to citizens in exchange of hunting dogs without home in order to sacrifice them due overpopulation.

Giving away money in exchange of dogs for sacrifice is against society values, it promotes animal cruelty and also rewards it. It doesn't control or sanction the conditions in wich some individuals might 'hunt' the animals.

If there's enough money to give it away to anyone who catch a homeless dog, why don't use it to support local associations in pro of animal rights?
