Change the Manhattan Village Mall Expansion Plans - Scale down the development and Keep the Village in Manhattan Village.

The Issue

The Manhattan Village Mall project is the single largest decision to come in front of the City Council for some time and the decision will potentially change the makeup of the community from that point forward.


We the residents and business owners of Manhattan Beach believe that the pending proposal made by the applicant RREEF is excessive and should be scaled back to maintain the character, bulk, mass, scale, density and aesthetics of the Manhattan Beach community and trade areas.

Specifically:

1. We oppose the planned expansion requiring any variance for building heights, signage and lighting.  The restrictions in place for the Village were debated and agreed upon between the developer and the City Council when the mall was granted its land use.  These restrictions need to be upheld and followed for any expansion plans.


2. We oppose multilevel parking garages located in the middle of the property.


3. We believe the EIR report is flawed and presented without regard for the grander scope of traffic impacts that will result from the expansion.


4. Crime and Safety are a concern for an expansion of this size and with parking structures as conceived.  We are already in a situation of increased crime - this expansion will attract more people from surrounding areas potentially creating a situation like exists at the Galleria Mall today.

Traffic

The Manhattan Village Mall Expansion, as currently designed, will bring a substantial increase in traffic. 

A 20% expansion will add 535 parking space and 124,000 square feet of stores, and the congestion won't just be felt by those of us trying to navigate through the multilevel parking structures.

An increase in traffic will have a severe impact on all residents.

Crime and a Change in Culture

The massive parking structures will create an opportunity for additional crime. 

The expansion, as currently designed, is inconsistent with our beloved beach community's way of life. 

An increase in crime and a change in culture will not only impact the current Manhattan Beach landscape, but the future prosperity of our community as well.

Phasing

As it currently stands, the developers are seeking approval from the city without providing details of, and commitments to complete, each phase of the expansion.  Allowing the expansion to be approved in its current phasing plan and design, without detailed knowledge of how each phase will impact the city, does not allow for the full potential of a master plan shopping center.

Manhattan Beach Residents know what is best for their city.  They deserve to be presented with a thoughtful expansion plan that is consistent with the values and beliefs this community so strongly believes in.  Each phase of the expansion should be thoroughly explained, voted on, and approved as one master plan before breaking ground on this massive project. 

The applicant needs to commit to the completion of the project before ground is broken.

As currently presented the applicant does not have to proceed past phase one if it chooses.


El Segundo Expansion

The applicant continues to compare the mall to Plaza El Segundo and its next expansion.  In comparison to the Village Mall, the El Segundo properties are designed with 100% surface parking.  The shopping center features over one acre dedicated to an open attractively landscaped park like environment.



Take Action

The MV Mall expansion, as currently designed, will be detrimental to our beloved city, and cannot be undone.  The Mall definitely needs a facelift, but this expansion is not the answer.

Maximizing density as the current plan sets out does not guarantee that people are going to come to the village mall to shop.

Our community needs to grow in a responsible way that is beneficial to all, and not of excessive benefit to one business owner, or developer in the community at the expense of decreased property values, increased traffic, gridlock, congestion and ultimately, decreased quality of life for all of the other members of the community.
