The House just started work on the country's first major bill to tackle global warming pollution and create thousands of green jobs. But they're leaving out President Obama's signature promise on the issue.

Instead of making polluters pay for messing up our climate like the President asked, House Democrats are now proposing to give the biggest polluters in the country free credits to keep fouling our atmosphere.
