The identity of the man who hacked a dog to it's death with a meat cleaver is known, there are multiple witnesses and photographic documentation. yet he walks the street, a free man.  Anyone capable of this sort of violence is a danger to society.  A week has passed and the 34th Precinct of the NYPD has yet to take action.  Please don't let Grumpy's violent death go unnoticed.
