The Issue

This law would discourage the theft of pets and make it easier to locate a lost or stolen pet.

Require all animal agencies, (animal services, groomers, veterinarians, etc) to scan all animals brought to them (for the first time) for services for microchips and ensure that the animal is not reported lost or stolen.The entire animal is to be scanned. The animal shall be rescanned yearly to ensure the chip is still in place and hasn't move to another location of the animals body.

 

This law would require that any person finding an animal to, immediately, take it to the nearest animal agency to have the pet scanned for a microchip. If it is determined that the animal has a microchip the animal must be reported to the tracking agency for safe return to owner.

Any person caught harboring an animal against the will of the owner for a length of time longer than 30 days will be fined $500.00 and return the animal to its owner. If said animal has not been reported lost or stolen within 30 days the finder of the animal may register the animal in their own name and take ownership of the animal.
