We all believe we know what violence is. We all believe all others agree violence requires the most dangerous of people in order to be perpetrated.  We should all agree that prisons run for the protection of the citizenry, should house every violent person, identified by violent acts, in this country.  When strict dna evidence from the scene of a crime links a person to be responsible for the crime, and other dna evidence establishes this was a violent crime, the perpetrator goes to vc (violent criminal) prison for along time and is subjected to the real terms of probation (currently ineffective and watered down by case overload).
In Support of Civil Society adds a measure of protection of the public which is important as most often there is zero chance of the offender "paying his debt" to society when he/she has murdered, raped, or perpetrated irreversible violence against another human being.
In Support of Civil Society ll, will look at "pay as you stay" white collar, and non-violent, crime lock down facilities.
