Remove unnecessary legalistic prefixes

The Issue

Every document covering the ICANN Board contains a seemingly endless array of "Whereases" at the start of every paragraph. Not only is that unduly legalistic, it is also, frankly, maddening if you actually try to read it.

The same is true with the word "Resolved" whenever anything is actually decided.

It would be spectacularly easy for ICANN to use the word "Whereas" just once at the top of a list of items (and do the same with "resolved"). This would come with added benefit that people may actually read what has happened without blood pouring out their eyeballs. 

It would also make the text shorter.
