Congresswoman Maxine Waters (D-Calif.) introduced H.R. 1466 on March 12. The bill would eliminate all mandatory minimum sentences for low-level drug offenders. It would also give courts the option of placing offenders on parole or suspending their sentences, and it would limit federal involvement in low-level drug prosecutions.
