On March 31, project Uth Turn was terminated. The Governor and New York State Office of Children and Family Services spend $210,000 per young person annually to house a juvenile in a residential facility, but it cut Uth Turn, which costs less than $1,000 per young person annually. Since 1999, Uth Turn has served more than 5,000 at risk youth in all five boroughs in New York. Uth Turn has a recidivism rate of less than 7% for our court mandated young people or a 94% success rate. Members of the staff currently are volunteering to help regain funding so that the program can continue helping New York City youth.

We the undersigned are writing with great concern about the proposed reductions to critical services for vulnerable youth included in the Governor's Executive Budget proposal. While the proposal includes some positive initiatives and in some cases protects critical children's services, the Governor missed important opportunities to achieve on-going savings by supporting innovative policies and programs that have been proven effective in addressing the challenges of vulnerable children and youth. In particular, we are concerned about the funding cuts to the Uth Turn program.

We urge the OCFS to fund the renewal of the Uth Turn contract, because the programs and services that Uth Turn offers benefit our communities as a whole, while effectively saving the state a significant amount of spending.
