• The institution has diverted public and private funds, stolen material donated by private companies. They don’t even show bank statements or balance sheets. Proper register of the members of the shelter couldn’t be found either.

• That we estimate that special and irregular protection was given before and is still given today, by the Mayor of Dolores City, Mr Javier Utermark, who belongs to the National Party of Uruguay, one of the two oldest and most traditional political parties in this country.

• That existed and still exists, blatant animal abuse, registered in photographs and videos. cachectic, sick animals. Mangy puppies die from parvo virus infection in the absence of vaccines, unneutered dogs in kennels with male dogs, no separation characters (aggressive dogs mixed with submissive dogs), lack of kennel roofing, inadequate feeding, poor maintenance of the site in general, and to top it all, they commit murder of the animals with the poorest health conditions just to make them disappear from the public eye.

• We, as a group and personally, have suffered from public defamation, questioning our mental sanity, on a local radio in Dolores (San Salvador Radio show owned by Mr. Mario Sergio Camacho, a very good friend of the city’s Mayor)

• That there is total absence of governmental plans of free castration in Dolores city.

• That there are no concrete plans of set up an Urban Wildlife Ethics Control policy in the city.

• That there was a complete violation of the laws of formation of the " San Salvador Refuge " 
Illegal election of the executive committee, which currently consists of people who are NOT active members of the shelter. 
There was never a call to assembly, to diagram the voting lists among active members. 
Violation of the spirit and basic rules set out herein (codes of ethics, behavior and grounds for expulsion) 
Violation of the greater purpose of the refuge established in the statutes and disrespected by the mayor and commission.

• • That existed and still exists, harassment of people concerned with animal welfare that we have reported this case and several people who were employed workforce as the animal shelter, as in the case of Mr. Jorge Muela, former landlord. A men with more than 50 years of age and a huge love for animals who was mistreated and fired without even considering his rights, just because he complained about animals having no food.

 

En atención al caso de abuso y maltrato animal del Refugio Animal de Dolores, Soriano, Uruguay estamos solicitando vuestro apoyo desde todo el mundo para hacer llegar a los oídos de las autoridades locales nuestro repudio sobre los hechos que se han presentado en dicha institución a lo largo del ultimo año y medio de gestión de la Sra. Susana Franchini y que ha sido documentado tanto en audio, video y fotografías de forma clara e irrefutable.

In regards to the case of animal abuse and mistreatment at the Animal Shelter in Dolores, Soriano, Uruguay we are requesting support from all around the world to help us catch the attention of local authorities on the incredible facts that in the named institution over the past year and a half, under the administration of Mrs. Susana Franchini. This facts have been properly documented both in audio and video and photos had been taken for further proof.

DENUNCIAMOS – WE DENOUNCE
• Que se han desviado fondos públicos y privados, se ha robado el material donado por empresas particulares, no se han presentado estados de cuentas, ni balances, ni tan siquiera se nos ha ofrecido el registro de socios del Refugio

• Que existió y estimamos aun existe, amparo por parte del alcalde de Dolores de esta situación irregular Sr. Javier Utermark perteneciente al Partido Nacional de Uruguay, uno de los 2 partidos más antiguos y tradicionales de este país.

• Que existe y continúa existiendo, maltrato animal flagrante, registrado en fotografías y videos con animales caquéxicos, enfermos, sarnosos, cachorros que mueren por parvo virosis en ausencia de vacunas, perras sin castrar en caniles con perros machos, nula separación por caracteres (perros agresivos mezclados con perros sumisos), inexistencia de caniles techados, alimentación insuficiente o nula, mal mantenimiento del lugar en general, asesinato de animales mas comprometidos de salud (para desaparecerlos de la vista pública).
• Que se dieron hechos de difamación pública de las personas que integramos el grupo de lucha por esta causa, poniendo en duda nuestra salud mental en una radio local de Dolores (Radio San Salvador propiedad del Sr. Mario Sergio Camacho concejal de esa ciudad y amigo del Alcalde)

• Que hay ausencia total de planes de castración gubernamentales y gratuitos en Dolores.
• Que hay ausencia total de Planes concretos de Control Ético de Fauna Urbana.
• Que se violaron completamente los estatutos sociales de conformación de la ONG “Refugio San Salvador”
o Elección de comisión directiva integrada por personas que no son socias del refugio
o No llamado a asamblea para diagramar las listas de votación entre socios
o Violación del espíritu y reglamento básico establecido en dichos estatutos (códigos de ética, comportamiento y motivos de expulsión)
o Violación del fin último del refugio en todos los sentidos
• Que existe acoso sobre las personas preocupadas con el bienestar animal que hemos denunciado este caso y varias personas que se desempeñaban anteriormente en el Refugio como es el caso del Sr. Muela, antiguo casero. Hombre con mas de 50 años y un amor enorme por los animales a quien maltrataron y despidieron sin siquiera considerar sus derechos laborales, solo por denunciar que los animales no tenían comida.

 

PETITION:

 

• That every act of cruelty and animal abuse at the Dolores’city Animal Shelter stops immediately, pointing the Mayor of the city, Mr. Javier Utermark as a direct responsible of what has been done, is still happening and might happen in the future at the refuge.

• That proper, comprehensive veterinary care is provided for the animals housed there,(castration, treatment and vaccination).

• That an official veterinarian is appointed for the treatment of sheltered animals, a person with proper values and codes of conduct. And that the payment for this professional services is paid for with the support of the Municipality and the collaboration of the collaborative members of the shelter.

• That the statutes of NGO “Refugio San Salvador” are fully respected.

• To convene a general meeting to identify potential candidates for the executive committee.

• To call for the election of a new Commission Directive LEGAL, with all the guarantees and relevant records.

• That a proper balance sheet of last year activities is presented, showing a proper accounting records of income and expenses.

• That a list of the present member of the refugee is presented.

• That the information of the donations received and disappeared by Mrs. Susana Franchini (former president of the shelter) is presented.

• That the improvement and repairs of the shelter can be made without the interference of the mayor of the city.

• The care and attention of the Urban Wildlife (dogs and cats) in the town of Dolores is treated with the urgent consideration that deserves, as a critical matter of human and animal health.

• That thePlan of Urban Wildlife Control offered by our support group, which is endorsed internationally as the only method possible to achieve efficient control the growth of urban animal populations, is supported and fully respected. The project is based on castration of animals on a massive scale, systematic and sustained over time. It is intended that these procedures are free to the user and that a re-education of people about responsible pet ownership is achieved.

• That Mr. Jorge Muela’s (former home of refuge) labour rights are recognize and respected. This man served for a long period of time there, covering 24 hours of continuous service in subhuman conditions (did not have water or electricity), lived in the same houses that animals and often their only daily meal was an infusion.

• To Disallow the flow of heavy traffic on the street leading to the Animal Shelter, understanding that it violates the laws of hygiene and welfare of animals and, on top of that, increases the risk of traffic accidents in an area that needs urgent structural repairs to offer security and prevent animals from escaping.

• That, in case that it is absolutely necessary to circulate the heavy traffic on that street, the city government gives the Refuge San Salvador, another piece of land, in the same conditions but closer to town, in bailment conditions, for at least 20 years, and that this assignment is clearly endorsed by a notary public and included in the registration of property in Uruguay.

• And finally, permanent stop of the harassment and public defamation of the members of this association. Defamation and threats protected that we are suffering from early November, 2011.

 

EXIGIMOS – WE DEMAND

• Que se detengan inmediatamente los actos de crueldad y maltrato animal, vistos en el Refugio Animal de la ciudad de Dolores haciendo directamente responsable de los mismos al Alcalde Sr. Javier Utermark por lo hecho y por lo que pudiera sucederle a los animales que actualmente se encuentran en el refugio.

• Que se les ofrezca atención veterinaria integral a los animales allí alojados, castraciones, tratamientos y vacunación.

• Que se designe un veterinario oficial para el tratamiento de los animales del refugio, que sea un veterinario con valores y códigos de conducta adecuados al cargo, pagado con el apoyo de la Intendencia Municipal y parte de la recaudación entre los socios colaboradores.

• Que se respeten a cabalidad los estatutos societarios

• Que se convoque a una asamblea general de socios para en ella determinar los posibles candidatos para la comisión directiva.

• Que se realice la elección de una nueva comisión Directiva LEGAL, con todas las garantías y registros pertinentes.

• Que se presente un balance contable del último año de gestión con registros contables adecuados a los ingresos y gastos obtenidos.

• Que se entregue la libreta con el registro de socios actual

• Que se presten cuentas de las existencias donadas y desaparecidas a manos de la Sra. Susana Franchini (ex presidente del refugio)

• Que se permita realizar en el predio obras de mejora que sean necesarias, sin la interferencia de la alcaldía para la realización de dichas obras.

• Que el cuidado y la atención de la Fauna Urbana (perros y gatos) en la ciudad de Dolores, sea tratada con la urgente consideración como punto crítico de salubridad humana y animal.

• Que se respete y apoye el Plan de Control de Fauna Urbana ofrecido por nuestro grupo de apoyo el cual está avalado internacionalmente como el único método eficiente y posible de lograr un control del crecimiento de poblaciones de animales urbanos. El proyecto tiene base en castración de animales de forma masiva, sistemática y sostenida en el tiempo. Se pretende que estos procedimientos sean gratuitos para el usuario y que con ellos se logre reeducar a las personas en cuanto a tenencia responsable de animales.

• Que se reconozcan y recompensen los derechos laborales adquiridos por el Sr. Muela (ex casero del refugio), el cual se desempeñó durante un largo período de tiempo allí, cubriendo 24 horas de servicio continuo en condiciones infrahumanas (no poseía agua ni luz), vivía en los mismos galpones que los animales y muchas veces su única comida diaria era una infusión de yerba mate.

• Que se desestime la circulación del tránsito pesado por la calle que lleva al Refugio Animal, entendiendo que esto por una parte viola las condiciones de higiene y bienestar que deben tener los animales y por otra parte, aumenta el riesgo de accidentes en un predio que necesita reparaciones estructurales que le ofrezcan seguridad a los animales para evitar que se escapen.

• Que en caso que sea necesario hacer circular el tránsito pesado por esa calle, la Intendencia ceda otro predio de similares condiciones al actual (mas cercano a la ciudad) en la calidad de comodato a favor del Refugio San Salvador de Dolores como mínimo por un período de 20 años y que esta cesión sea claramente refrendada por escribano público e incluida en el registro de propiedad en Uruguay.

• Y finalmente, que cese definitivamente el acoso moral, la difamación pública amparada por medios de difusión corruptos y las amenazas varias que los integrantes de esta lucha hemos recibido desde el inicio de esta lucha en el mes de Noviembre de 2011.
