Once a person is criminally accused and then the charges are dropped or the person is found not guilty or the person is exonerated, they still have a criminal record which keeps them from getting jobs, housing, etc. They do not have the resources to hire an attorney to get their records expunged. The State should undertake this function, at their expense.
